Job Specification: HSE Manager (Nuclear Industry) Job Purpose: The HSE Senior Manager will be responsible for leading and managing Health, Safety, Environmental (HSE) policies, Nuclear Licensing & Commissioning, and Quality Assurance within a nuclear environment. This role ensures compliance with national and international regulatory standards, driving a strong safety culture while overseeing licensing, commissioning, and quality assurance processes. Key Responsibilities: Health, Safety, and Environment (HSE): Develop and implement HSE policies, strategies, and procedures to ensure compliance with nuclear industry regulations. Ensure a strong safety culture across all operational, construction, and commissioning activities. Conduct risk assessments, safety audits, and incident investigations, driving continuous improvement initiatives. Liaise with regulatory bodies, ensuring adherence to nuclear and industrial safety regulations (e.g., ONR, NRC, IAEA, etc.). Lead emergency response and crisis management planning. Drive workforce engagement in health, safety, and environmental programs, ensuring alignment with company objectives. Nuclear Licensing & Commissioning: Oversee nuclear licensing processes, ensuring compliance with regulatory frameworks and approvals for facility operations. Manage relationships with nuclear regulators and government agencies. Support commissioning activities, ensuring safety and regulatory requirements are met. Develop and maintain nuclear safety cases and documentation. Ensure robust processes for change management and risk mitigation in commissioning activities. Quality Assurance & Compliance: Implement and oversee nuclear quality assurance programs, ensuring compliance with ISO 9001, ASME NQA-1, and other applicable standards. Monitor and enforce adherence to nuclear quality and safety regulations. Drive continuous improvement in quality control, corrective actions, and operational excellence. Ensure supplier and contractor compliance with nuclear quality and safety standards. Lead internal and external audits, reporting on quality performance metrics. Requirements Key Qualifications & Experience: Education: Bachelor's or Master’s degree in Occupational Health & Safety, Nuclear Engineering, Environmental Science, or related field. Experience: Minimum 15+ years in HSE leadership roles within the nuclear sector. Strong knowledge of nuclear regulatory requirements (ONR, NRC, IAEA, etc.). Experience in licensing and commissioning of nuclear facilities. Proven track record in implementing HSE and quality assurance frameworks. Experience managing multi-disciplinary teams across HSE, licensing, and quality functions. Certification in nuclear safety, quality, or HSE (e.g., NEBOSH, IOSH, ISO Lead Auditor, ASME NQA-1) is desirable. Key Skills & Competencies: Strong leadership and people management skills. Excellent knowledge of nuclear safety, regulatory, and compliance standards. Risk assessment and hazard analysis expertise. Ability to engage with regulators and industry stakeholders. Strong problem-solving, analytical, and decision-making capabilities. Excellent communication and stakeholder management skills. Project management experience within nuclear commissioning and operations. Additional Information: Willingness to travel to operational and regulatory sites as needed. Ability to work in a high-security and safety-critical environment.
